Does anyone know about Swedish customs tax on mailed items?

I want to send a friend in Sweden a gift. It’s an Mp3 player valued around $40. I am concerned that perhaps the value is much higher in Sweden than here in the US. Any idea what customs might charge him as an import tax?

Almost a quarter of the value, ie $10. IF they handle the package, chances are they will, they charge you that when you pick up the package.
