My application asks me if I am fluent in any foreign languages, and I am in Swedish. (I’m American). Should I put it down?

Besides UCLA, I know they offer it.
I would like to take it through community college or through open university.
Can you provide a link? I can’t find anything about Swedish courses on those university web sites.
