The difference btw Swedish Fish Candy?

Why is it that some packages of Swedish Fish are hard and overly chewy and some are more easily chewed? Also, how can you tell before you buy the package and how can you change this?
Look at the expiration date. Air may have gotten into some packaging too. You could always try and squeeze one with your nail through the package to see how easily your nail goes into it…I know that is bad to do but whatever lol
